There is hereby established a sewer service charge for the use of the sanitary sewer, to be imposed quarterly upon the owners of property connected to said sanitary sewer as hereafter provided. The money so collected shall be paid into the general revenue of the Borough.
All users of the sewer system shall either have all water usage metered or shall have the discharge into the sewer system metered by an approved meter installed and maintained by the user. The Borough shall have the right to inspect and check all meters and readings at any time.

A. 
The sewer service charge for each connected property shall be set annually by resolution of the Borough Council. Each connected property which is separately listed on the tax duplicate shall be treated as a single property, regardless of the number of meters employed. Where two or more such properties separately listed are located in the same building, if their individual usage is not separately metered, the total usage shall be apportioned in proportion to their assessed values.

B. 
All properties having separate meters approved by the Borough for measuring outside water usage that does not enter the sanitary sewer system shall have such outside water usage subtracted from their total water usage for the purpose of calculating the sewer service charge.
C. 
All properties paying at least $4,000 in annual property taxes and that do not have separate water meters for measuring outside water usage shall be granted an outside water usage credit of up to 1,000 cubic feet per quarter for the two quarterly bills rendered during the third and fourth quarters of each year.
D. 
Nonresidential users who regularly dispose of metered water other than into the sanitary sewer system may apply for an additional credit if such water exceeds 2,000 cubic feet per year. Said credit may be allowed by resolution of the Borough Council, provided the Borough Engineer certifies to the Council that it is impossible or impractical for the user to install additional water or discharge meters and that the method and evidence presented by the user reasonably establish the amount of metered water which the user did in fact dispose of other than into the sanitary sewer system during the preceding year.
E. 
All connected properties shall pay a minimum quarterly sewer service charge that is equal to the minimum quarterly service charge for water service based on meter size regardless of the total or net water usage metered during the quarter.

A. 
The Borough Administrator shall determine the amount of sewer service charge, if any, for each sewered property and shall bill the owner of the sewered property for the quarterly sewer service charge at the same time as the quarterly water service charge is billed.
B. 
The charges hereby imposed shall be payable to the Borough and shall draw the same interest as taxes upon real estate and shall be a lien upon the property connected to the sanitary sewer until paid, and the Borough shall have the same remedies for collection thereof, with interest, costs and penalties, as it has by law for the collection of taxes on real estate.

A. 
No sewer service charge shall be levied or collected hereunder from those properties which are connected to the Borough sewer system pursuant to and subject to the agreement dated April 1, 1968, between the Boroughs of Madison and Chatham and the Township of Chatham, as amended.
B. 
No service charge shall be levied or collected hereunder from those properties which are connected to the Borough sewer system in use by the Borough of Chatham Emergency Squad.
