The position of Electrical Subcode Official for the Town of West New York is hereby created.

The Electrical Subcode Official shall be appointed by the Director of Public Safety for a term of four years and until his successor is appointed and qualified.
The Electrical Subcode Official shall:
A. 
Administer and enforce the Electrical Code adopted by the Commissioner of Community Affairs pursuant to N.J.S.A. 52:27D-123.
B. 
Administer and enforce all ordinance provisions of the Town of West New York relating to electric signs, electrical wiring and electrically operated equipment.
C. 
Make all inspections necessary to the enforcement of the aforesaid.
D. 
Examine each application for an electrical permit and either issue or deny the said permit in accordance with the provisions of N.J.S.A. 52:27D-131.
E. 
Issue a certificate of occupancy or approval in accordance with the provisions of N.J.S.A. 52:27D-133 to the owner or person in charge of the premises which he has inspected where he finds that the electrical apparatus and wiring therein fully comply with the code and ordinance provisions aforesaid.
A. 
The Electrical Subcode Official shall have:
(1) 
All the powers and authority conferred by the State Uniform Construction Code Act and the regulations adopted pursuant thereto.
(2) 
The right during reasonable hours to enter any building in the Town of West New York in the discharge of his official duties or for the purpose of making an inspection or test of the electrical equipment therein.
(3) 
The power to cause the current in any wire or conduit to be turned off whenever this is necessary in an emergency for the protection of life or property.
B. 
No electric wiring shall be covered until it has been inspected and approved by the Electrical Subcode Official.
Whenever the Electrical Subcode Official shall find electrical work being done in violation of either the Electrical Code adopted by the Commissioner of Community Affairs or the ordinance provisions of the Town of West New York, he shall have the power to order the work stopped until the code or the ordinance provisions are complied with. It shall be unlawful to continue any such work after such a stop order has been issued except upon written permission of the Electrical Subcode Official, provided that where such stop order is made orally, it shall be followed by a written stop order within one hour.
Any person, firm or corporation violating any of the provisions of this chapter shall be subject to the penalty provisions of N.J.S.A. 52:27D-138.
It shall be unlawful for the Electrical Subcode Official, except in the performance of his duties, to engage in the business of installation, alteration, maintenance or sale of electric wiring, electric devices or electrical material, either directly or indirectly, in the Town of West New York, and he shall have no financial interest in any concern engaged in any such business in the Town of West New York.
The Electrical Subcode Official shall receive an annual salary as set forth in the annual Salary Ordinance,[1] to be paid in the same manner as the salaries of other municipal employees.
