No person, persons or corporation shall build,
construct or reconstruct any cesspool, manure pit or privy vault without
first obtaining a written permit from this Board, signed by the Chief
Inspector and subject to his approval.
All vaults, manure pits or cesspools must be
three feet from adjoining or adjacent property and 20 feet from any
door or window.
No person shall have or keep upon any premises
in the Town of West New York any cattle, sheep, goats, dogs, swine
or any other animals without a permit from this Board, which permit
shall be renewable annually and registered.
No person, persons or corporation shall remove
the contents of any privy or cesspool except upon a permit from this
Board, and when removed, the contents shall be thoroughly disinfected,
and in removing, said contents shall be deposited in suitable receptacles
which shall be water- and airtight and free from obnoxious odors.
For removing any body or carcass a permit must
be obtained from this Board.

No person, persons or corporation shall sell
or deliver for sale in the Town of West New York any milk without
first obtaining from the Board of Commissioners a permit signed by
the Medical and Chief Inspector.
Any person, persons or corporation in the business
of gathering and removing slaughterhouse and butcher refuse, and the
collecting of offal and all decaying or vegetable substances in the
Town of West New York, shall be required to obtain a permit for the
collection and removal of such.
All licenses or permits granted by this Board
as indicated below, shall be for the period of one year and be renewed
annually thereafter:
A. For the sale or delivery of milk.
B. For the sale, transportation and delivery of ice.
C. For the removal of dead animals.
D. For the removal and collection of refuse and offal
of butchers.
E. For the removal of the contents of cesspools, manure
and privy vaults.
