All owners or occupants of lots of land and all persons having the charge or care of any church, school house or public buildings fronting upon any of the streets of the Borough shall remove or cause to be removed all snow, ice or sleet from the sidewalks in front of their church, schoolhouse or public buildings within 12 hours after the snow shall have fallen or ice or sleet accumulated and shall keep the sidewalks clear of snow, ice or sleet. In all cases, the snow, ice or sleet shall, when so removed, not be thrown on the sidewalk nor on the roadway.

Any person who fails, neglects or refuses to comply with the provisions of this article shall be fined not less than $25 nor more than $50 and costs for each offense to be collected as fines are by law collectible for violation of Borough ordinances. Upon the failure of any person or persons to clean their sidewalks of snow, ice or sleet within the time aforesaid, the Borough may proceed to clean the sidewalk at the cost and expense of the owner or owners of any such lot or lots, which costs and expenses shall become due and payable immediately upon the completion of the work and shall be collected from such owner or occupant, with cost, as debts of like amount are collectible or the amount of such debts, costs and expenses shall become a lien upon such lot or lots of land from the time of the commencement of said work, and such lien shall be entered as record.
