It shall be unlawful to operate any vehicle
in excess of the designated weight limits on the following streets
in the locations designated, provided that nothing contained herein
shall be construed to prevent the delivery or pickup of merchandise
or other property along the streets from which such vehicles are otherwise
excluded:

A.
The exclusion
established by this article shall not be construed to prevent the
delivery or pickup of merchandise or other property along the highways
or the operation of emergency vehicles from which such vehicles are
otherwise excluded.
