The City Council is hereby authorized to locate and
designate as autocab stands the space alongside the curb adjacent
to property used as public parks, public buildings, railroad stations,
hotels, restaurants and theaters.
The City Council shall further designate the number
of vehicles which shall be authorized to stand at the autocab stand
at a given time, and such number shall be displayed on a sign provided
by the City of Paterson, and such sign shall be attached to a post
or stanchion adjacent to the autocab stand.
Any property owner may apply to the City Council requesting
that an autocab stand be established adjacent to his or her property.
Such application shall state the number of autocabs desired to occupy
the stand at a given time.
Only the designated number of autocabs may remain
at an autocab stand at any given time, and all cars must be in single
file and otherwise operate in accordance with all traffic rules and
regulations.
No driver standing at the head of the line at an autocab
stand shall refuse or neglect to carry any orderly person requesting
a ride who agrees to pay the proper fare. Passengers may, however,
select any autocab he or she desires, whether it is at the head of
the line or not.
As an autocab leaves the line, those autocabs behind
it shall move up. All drivers seeking a space at the autocab stand
shall approach only from the rear of the line and shall stop as near
as possible to the last autocab already on line.
