The provisions of this article are deemed necessary and essential to
better fire protection in the city.
No person owning land in the city shall install or cause to be installed
any mains for the purpose of the transmission of water in any of the streets
or highways of the city without obtaining a permit from the existing water
franchise.
All persons owning land in the city desiring to install mains for the
transmission of water in any of the streets and highways of the city shall
make application to the City Engineer for a permit for such installation,
specifying:
A. The size of the water main to be installed.
B. The proposed length it is to extend.
C. To what existing main it is to be connected.
D. Whether the installation for which the permit is requested
is for the purpose of supplying water to one dwelling or a series of dwellings
and, if so, how many.
E. Where such dwelling or dwellings are located or to be
located with a plan or blueprint showing such location annexed to the said
application.
F. Such other pertinent facts as the applicant for the permit
may deem necessary and proper.
No person owning land in the city shall make application to the City Engineer for a street opening permit for the installation of mains for the transmission of water until compliance is had with the provisions of Chapter
255, Streets and Sidewalks, Article
II, Street Openings.
No water main for the purpose of the transmission of water may be installed
by any owner of land in the city in any of the streets and highways of the
city which shall be less than six inches in diameter by inside measurement.
Any person who violates any provision of this article shall, upon conviction,
be punished by a fine of not less than $100 nor more than $1,000, imprisonment
for a term not exceeding 90 days and/or a period of community service not
exceeding 90 days.
This article will be enforced by the Code Official, Subcode Official,
City Engineer and other city representatives as appropriate.
