As used in this article, a "license" shall mean a hack plate, a taxicab driver's license, livery license or a hotel/motel courtesy vehicle license.

An applicant or license holder shall cooperate with the Rochester Police Department in the administration and enforcement of this Chapter.
An applicant or license holder shall give written notice to the City Clerk within five business days of any change of home or business address or telephone number.
Notices shall be sent to an applicant or license holder at his or her address on file with the City Clerk. An applicant or license holder shall be deemed to have received posted material (including certified mail) addressed to the applicant or license holder at the address on file, even if they have moved and have failed to notify the City Clerk of a new address.
License applications which have been approved by the Chief of Police shall be picked up by the applicant within 60 days of written notice of their approval. Failure to pick up a license upon such notice shall result in the cancellation of the Chief’s approval of the application.
