A. 
The finances and accounts of the City shall be under the supervision of a Finance Committee composed of the Mayor and three Aldermen at Large and three ward Aldermen. The three ward Aldermen and three Aldermen at Large shall be appointed by the President of the Board of Aldermen and the Mayor shall act as Chairman.
B. 
The Finance Committee shall meet on the first and third Wednesday of every month, unless this date falls on a holiday, in which case the meeting shall be held on the first regular business day following the holiday. The Mayor may change the date of the Finance Committee meeting if the warrant is the only item on the agenda or call a special meeting of the Finance Committee, duly noticed. The Committee shall supervise the finances and accounts of the City. The Committee shall carefully examine and audit all accounts and demands properly laid before it to determine that they were charged to appropriate funds and accounts.

C. 
The Finance Committee shall approve, in advance and by separate vote, any payment made to a City employee or former City employee on account of said employee's separation from service to the City, if such a payment includes any amount other than wages or salary for work actually performed and accrued benefits owed.
D. 
The Finance Committee shall function as standing committee of the Board of Aldermen and shall be subject to the same rules of procedure as the Board of Aldermen for its administrative review and approval of all purchases and contracts, as designated by the Board of Aldermen.

E. 
The Finance Committee shall function as an independent body and adopt its own rules of procedure for supervising the finances and accounts of the City, as provided for under the City Charter.
