The following terms, whenever used in this chapter, shall have the following meanings, unless a different meaning clearly appears from the context:
COMMERCIAL MOTOR VEHICLE
A. 
A motor vehicle designed or used to transport passengers or property if:
(1) 
The vehicle has a gross vehicle weight rating or gross combination weight rating of 26,001 or more pounds;
(2) 
The vehicle is designed to transport 16 or more passengers, including the driver; or
(3) 
The vehicle is of any size and is used in the transportation of materials found to be hazardous for the purposes of 49 CFR Part 172, Subpart F.
B. 
The term "commercial motor vehicle" shall not include:
(1) 
Emergency vehicles assigned or registered to a Fire Department or fire service organization when driven by fire service personnel in pursuit of fire service purposes.
(2) 
Recreational vehicles.
(3) 
Military vehicles when driven by non-civilian military personnel in pursuit of military purposes.
(4) 
Vehicles used exclusively for agriculture and farming.
HORSE
All domestic animals.
MOTOR TRUCK
Any motor vehicle of greater than 18,000 pounds' manufacturer's gross vehicle weight rating or any motor vehicle equipped with other than pneumatic tires.
MOTOR VEHICLE
A. 
Except where otherwise specified in this chapter, any self-propelled vehicle not operated exclusively on stationary tracks, including ski area vehicles.
B. 
As used in RSA 261:148 relative to municipal permits for registration, includes all trailers and semi-trailers, as defined therein, and travel trailers, as determined by the Commissioner of Revenue Administration; however, snow-traveling vehicles, as defined by State law, mobile homes, house trailers and mopeds shall not be so included.
C. 
For purposes of the financial responsibility statutes, any self-propelled vehicle not operated exclusively upon stationary tracks, except farm tractors, crawler-type tractors, and mopeds.
D. 
For purposes of the road toll statutes, all vehicles, engines, machines or mechanical contrivances which are propelled on the public highways by internal-combustion engines, electric motors, steam engines, or other alternate sources of energy, except human or animal power.
OPERATOR
Any person who operates a motor vehicle.
SAFETY ZONE
Any part of a highway, established and marked by the Police Department as such, on which travel by vehicles may be restricted or excluded.
SCHOOL ZONE
Any highway or part of a highway located between signs so designated in the vicinity of a school.
U-TURN
Any diagonal crossing over the center of a highway, except to enter or come out of a street, lane, avenue, yard or driveway.
VEHICLE
A. 
Except as provided in Subsection B of this definition, every mechanical device in, upon or by which any person or property is or may be transported or drawn upon a way, excepting devices used exclusively upon stationary rails or tracks.
B. 
When used in the provisions of RSA 264, the same as Subsection A of this definition, but not including bicycles and mopeds.[1]
