For the purposes of this article, the following definitions shall be applicable unless the context indicates to the contrary:
VEHICLE
Include every device in, upon or by which any person or property is or may be transported or drawn upon the highway, including any device moved by human power.

Except when directed to proceed by a police officer, every driver of a vehicle approaching a stop intersection indicated by a stop sign shall come to a full stop at a marked "stop" line, but if none, at the point nearest the intersecting roadway where the driver has a view of approaching traffic on the intersecting roadway before entering the intersection.
The operator of any vehicle which has come to a full stop shall yield the right-of-way to any vehicle or pedestrian in the intersection or to any vehicle approaching on another roadway so close as to constitute an immediate hazard and shall not enter into, upon or across such roadway until such movement can be made in safety.

Any violation of any provision of this article is declared to be a civil offense and is subject to the voluntary assessment and other procedures described in Chapter 55 of this Code. Any person violating any provision of this chapter shall pay a civil assessment of $100 and shall also pay the Town's court costs and expenses, including its attorneys' fees.
