The purpose of this chapter shall be to require the clear display of building numbers to public streets and to private roads and for all properties that contain principal buildings within the Township of Alexandria in order to assist the authorities and the general public in identifying any property in case of an emergency, as well as for the welfare of the general public in conducting their normal affairs, pursuant to N.J.S.A. 40:67-1 et seq.
A. 
The Alexandria Township Clerk and 911 Coordinator, in coordination with the local United States Post Master(s), are hereby authorized to establish numbers for each structure and lot and to file in the Township office maps of the lots of land established within the Township and designating thereon the numbering of such lots for proper identification.
B. 
The Clerk and 911 Coordinator, in coordination with the local United States Post Master(s), are authorized to assign numbers to buildings erected upon vacant lots for proper identification. As standards for such designation and assignment, the Clerk and 911 Coordinator and Post Master shall give due regard to the need for a logical and uniform sequence of assignment along the streets and roads of the Township to obtain better identification and convenience for location.
C. 
Every owner of a building constructed or to be constructed in the Township of Alexandria shall apply to the Clerk for an authorized number in accordance with this chapter.
The owner of any property, whether it be residential, commercial, industrial or otherwise and upon which there is located a principal structure in which persons are or may be present at any time, shall install on the said structure, and also at the frontage of the property on the public road, number(s) corresponding to the number(s) assigned by the Clerk and 911 Coordinator. Structures and lots located on private roads, lanes, driftways or driveways shall be assigned numbers with reference to the nearest public road onto which the said private road, lane, driftway or driveway enters. These numbers shall be displayed on a sign post to be erected at the point on the public road where the private road, lane, driftway or driveway intersects, in addition to posting on the private road as provided herein.
The following regulations shall apply to all numbers to be installed in order to provide the greatest degree of identification of the property so as to assist any persons thereon:
A. 
The identification number(s) shall be no less than four inches in height and made of durable and clearly visible material.
B. 
The numbers shall be of reflective material or of sufficient visible contrast to the background material to be easily discernible at night with the aid of an emergency vehicle spotlight.
C. 
All numbers shall be mounted so that they face the access road on which the building fronts, and shall be maintained by the owner of the property so as to be unobstructed by trees, shrubs, other vegetation or otherwise.
D. 
Visibility of numbers on building which is set back. If said dwelling house, store or principal building has such a setback location that the provisions cannot be complied with, then the owner shall provide a post, rod or other type of fixture of a substantial nature, including a mailbox, on the property on the same side of the street or road with the number affixed thereon and so located on the premises that the number shall be conspicuous and visible from the street or road upon which the building fronts.
E. 
Visibility of numbers on buildings located on private roads. Owners of structures located on private roads, lanes, driftways or driveways shall be responsible for posting the number at a location conspicuous and visible from the private road, lane, driftway or driveway. The number shall also be posted at a location conspicuous and visible from the street on a sign post, rod or other type of fixture of a substantial nature, including a mailbox, to be erected at the point on the public road where the private road, lane, driftway or driveway intersects the public road, on the same side of the public road as the property.
No original certificate of occupancy or continued certificate of occupancy shall be issued for any structure in the Township of Alexandria unless the said property and structure is in compliance with the requirements of this chapter.
A. 
Upon the failure of an owner to ascertain and affix upon any building to which this chapter applies the assigned and authorized number by June 30, 1995, after the final adoption and publication of this chapter, the Zoning Officer may enforce the provisions herein.
B. 
This chapter shall be enforced by the Zoning Officer with the cooperation of the Police Department or such other persons or departments as may be designated by the Township Committee. Every violation of the provisions of this chapter shall subject the violator to penalties as provided in Chapter 1, General Provisions, Article I, plus costs.[1]

C. 
Each and every day that such a violation continues shall be considered a separate and specific violation of this chapter.
