There shall be hereby created a Board of Commissioners of Assessment.
The Board of Commissioners of Assessment shall consist of three members who shall be residents of the Borough. They shall be appointed by the Mayor with the advice and consent of the Borough Council. They shall make assessments for benefits conferred by local improvements and for that purpose shall have and exercise the powers and duties of a Board of Assessments for local improvements as provided by law. Such appointments shall be for a one-year term commencing on January 1 of each year or until a successor is duly appointed and qualified.
