No person shall erect any porch steps, fence, sign, obstruction, building or other permanent structure of any kind within the line of any street or sidewalk of the Village. Any person violating this article, the owner or the occupant of the lot adjoining the same, shall remove the violation within 10 days after notice in writing to do so shall be served upon him by the Trustees of said Village, and for any neglect or refusal so to remove within the time aforesaid, said person shall be liable to a penalty of not more than $250 or imprisonment for a term not exceeding 15 days, or both, and such encroachment shall be removed by the Trustees at the expense of said Village, and such expense will be declared a lien upon the lot in front of which such encroachment was removed and will be enforced and collected in the manner prescribed by law for unpaid taxes in said Village or by action against the owner or occupant of such lot.
