No occupant of any store, shop, restaurant, office, hotel, or other public place in the Village shall use or occupy the sidewalk opposite to and against said store or other business place with any goods, wares or merchandise, except that not more than 1/4 of the width of said sidewalk immediately next to the building may be occupied, or with any signboards or other articles whatsoever obstructing the way or view, except when receiving goods, and on such occasions not more than 1/2 of the width of said sidewalk shall be occupied and for not longer than one hour at any time, under the penalty of not more than $250 or imprisonment for not more than 15 days, or both, for each and every such offense.
