No person shall place or cause to be placed any stone, timber, lumber or other materials for building or any box or barrel or any article or substance whatsoever upon any of the streets, highways or public places within the Village of Florida so as to obstruct or impede in any manner the free and clear access thereto or passage thereover in a free and unhampered manner at all times unless such person shall first obtain from the Board of Trustees a permit therefor signed by the Mayor of the Village limiting the area and location of such obstruction.
No dwelling house, barn, garage or outbuilding or any other structure shall be moved upon the streets of the Village of Florida without first procuring a written permit therefor from the Board of Trustees.
All permits shall be granted upon the written petition endorsed by the owner only and stating in detail the intended route through the Village streets, the size and kind of structure to be removed, the site to which it is to be moved and the use to which it is to be put upon removal.
No permit shall be granted unless there is deposited with the Mayor at the time of submitting the petition aforesaid the sum of not less than $100 by the petitioner to guarantee the proper repair of any street or sidewalk, curb, trees or other Village property damaged by such removal.

Any person or persons violating any of the provisions or conditions contained in any of the sections of this article shall be liable to a penalty not exceeding $250 or imprisonment for a term not exceeding 15 days, or both, for any offense.
