The position of Legislative Consultant to the Council of Lackawanna, New York is hereby established at a salary established by resolution of the Council.
The Council shall appoint its Legislative Consultant by resolution for a term of four years. Prior to his or her appointment, he or she shall have been admitted to the bar of the State of New York and actively engaged in the practice of law in this state for a period of at least three years, and he or she shall be further qualified by at least three years experience in a municipal law position.
The Legislative Consultant shall act as a liaison between the Council and the executive and administrative departments of the City Government, to promote and facilitate the orderly transaction of the Council's official legislative functions.
