The House Connection Inspector, Department of Environmental Conservation,
Environmental Protection Agency and local County Health Department Officials,
and other duly authorized employees of the Town bearing proper credentials
and identification, shall be permitted to enter upon all properties for the
purpose of inspection, observations, measurements, sampling and testing, in
accordance with the provisions of this chapter.
Decisions of the House Connection Inspector in the interpretation and
application of this chapter shall be final and binding upon the property owner
affected. The House Connection Inspector may waive strict compliance with
the provisions of this chapter where such compliance would cause great hardship,
other than increased financial expense, to the property owner involved.
