As used in this chapter, the following terms shall have the meanings
indicated:
Any building owned by the State of New York or any political subdivision
thereof and intended for occupancy by more than 20 persons at one time.
Utilities, electric and telephone lines connected to all public buildings
hereafter constructed shall be installed underground.
