The following described tract of land be and is hereby constituted a sewer district to be known as "The Dawson Ridge Sewer District":
ALL that certain tract of land lying and being situate in the Township of Brighton, County of Beaver and Commonwealth of Pennsylvania, more particularly bounded and described as follows, to wit:

Said described tract of land being comprised in the main part by land of the Beaver Area Joint Municipal Authority and the following plans: Dawson Plan and Dawson Ridge Farm Plans Sections I, II, III and IV.
From and after the effective date of the creation of the aforesaid sewer district, no septic tank or sewage disposal shall be constructed within said district and it shall be unlawful for any person to cause or permit the flowing, discharge or drainage of waste, sewage or other similar foul matter except into the sanitary sewer system serving said district.
The Supervisors of Brighton Township shall prescribe by resolution the charges to be made to each person or persons whose property connects with the sanitary sewer system and the method and manner of payment, which charge or charges shall constitute a lien upon the property connected with the sanitary sewer system until paid and the amount of such charge may be recovered by due process of law.
The Supervisors of Brighton Township may prescribe such rules and regulations by resolution as they shall deem necessary to the conduct and operation of such sanitary sewer system.

Any party or parties failing to comply with the provisions of this article and the rules and regulations adopted by resolution hereunder shall be liable upon conviction to a fine of not less than $25 and not more than $300, together with the costs of prosecution for each offense, and in default of payment of said fine and costs shall suffer imprisonment in the Beaver County Jail for a period not exceeding 30 days.
