A. 
In order to facilitate the movement of traffic and to combat the hazards of excessive snow and ice on the highways or portions of highways named in § 218-24D of this article, the City Manager, or his designee (including the Chief of Police or Emergency Management Coordinator, who are specifically so designated), in his or her discretion, may declare an emergency due to such hazards or the potential for such hazards.

B. 
After any such emergency shall have been declared, it shall be unlawful during the period of such emergency for any person to park a motor vehicle or to allow the same to remain parked on any highway or portion thereof named in § 218-24D of this article. Further, it shall be unlawful to operate any motor vehicle on any such highway or portion thereof unless such vehicle shall be equipped with snow tires or chains that provide sufficient traction to keep such vehicle in motion so that other traffic on such highways will not be blocked or seriously impeded.
C. 
Public notice.
(1) 
In order to assist the operators of motor vehicles in determining the highways affected by this article, signs shall be posted on the highways or portions thereof designated in this article, reading as follows:
SNOW
EMERGENCY
ROUTE
SNOW TIRES OR
CHAINS REQUIRED
NO PARKING
DURING EMERGENCY
VEHICLES
TOWED AWAY
(2) 
The City Manager or his or her designee or the Chief of Police shall also, through radio, newspaper or other available media and means of communications, disseminate information as to the existence of such an emergency.
D. 
The highways or portions thereof to which the provisions of this article shall be applicable during all periods of emergency declared as provided in § 218-24 of this article are as follows:
(1) 
Lincoln Highway, from the eastern City boundary to the western City boundary (both north and south sides).
(2) 
Strode Avenue, from Lincoln Highway to southern City boundary (both east and west sides).
(3) 
Pennsylvania Avenue (west side only).
(4) 
Chestnut Street (south side only).
(5) 
Oak Street, from First to Eighth Avenue (south side only).
(6) 
Charles Street, from Church Street to western City boundary (south side only).
(7) 
Third Avenue, from Oak Street to Coates Street (west side only).
A. 
The City off-street parking lots may be used without charge for parking for a period of 24 hours following declaration of a snow or ice emergency.
B. 
Upon declaration of a snow or ice emergency, any vehicles remaining parked, stuck or stalled upon any of such highways and streets designated in § 218-24D may be removed in accordance with the City ordinance providing for removal and impounding of illegally parked cars (see Chapter 210, Towing Services).

A. 
Any person violating the provisions of § 218-24 shall be subject to a fine of $40 to be paid within 10 days.
B. 
Any person violating the provisions of § 218-24 shall be subject to a fine of $80 to be paid after 10 days but within 20 days.
C. 
Any violation of the provisions of § 218-24 shall be subject to a fine of $100 to be paid after 20 days, but before citation.
D. 
Failure to respond by the payment of the fines as aforesaid shall, after 28 days, result in the issuance of a citation to the defendant. Thereafter, the prosecution shall proceed in accordance with the Pennsylvania Rules of Criminal Procedure, and, upon conviction for the offense, the defendant shall be ordered to pay the maximum fine prescribed by law, together with the costs of prosecution, and/or to be incarcerated in the county prison for not more than five days.
