All traffic signs or signals regulating or prohibiting traffic on any street or highway including parking meter installations and public utility poles, lines and equipment, shall be located and placed under the direction of City Council and, in emergencies, under the direction of the Director of the Department of Streets and Public Improvements.
It shall be unlawful for any person other than as provided in § 218-66, to erect or remove any traffic sign, signal or public utility pole or equipment without first obtaining authority to do so from Council.

Any person violating the provisions of § 218-67 shall, upon conviction in summary proceedings, be sentenced to a fine of up to $300, restitution and cost of prosecution.
