The following documents shall be submitted when making minor subdivision applications: two completed application forms and eight black-on-white prints of the plat, and any other information required hereunder. The plat of a minor subdivision shall be drawn by a surveyor licensed in the State of New Jersey and shall show or be accompanied by the following information:
A. 
A key map showing the location of the tract to be subdivided and its relationship to surrounding areas and existing street intersections.
B. 
The location of the tract to be subdivided in relation to any larger tract of which it is a part.
C. 
Names and addresses of owner and subdivider; names of the owners of all contiguous land as shown by the most recent municipal tax records; and the name of the person who prepared the plat.
D. 
All existing streets and streams within 200 feet of the proposed subdivision.
E. 
The location, size and use of existing structures and the boundaries and the nature of wooded areas and extensive rock formations within the proposed subdivision.
F. 
The layout of the proposed subdivision, indicating the bearing of all lot lines.
G. 
Sufficient elevations or contours to determine the general shape and natural drainage of the land.
H. 
Zoning boundaries within 100 feet of the proposed subdivision.
I. 
The tax map sheet, block and lot numbers. Lot numbers of lots to be created shall be supplied by the Tax Assessor.
J. 
Date, North point and scale.
K. 
A statement from the Tax Collector that no taxes or assessments for local improvements are due or delinquent.
A. 
The following documents shall be submitted when making application for preliminary subdivision approval: three completed application forms and 12 black-on-white prints of the plat, and any other information required.
B. 
The preliminary plat shall be clearly and legibly drawn or reproduced at a scale of no more than 60 feet to the inch. Preliminary plats shall be designed and drawn by a surveyor licensed in the State of New Jersey and all engineering details certified by an engineer licensed in the State of New Jersey. The plat shall be designed in compliance with the provisions of § 210-28 and shall show or be accompanied by the following information:
(1) 
A key map showing the entire subdivision and its relationship to surrounding areas and existing street intersections within 500 feet of the site.
(2) 
A title containing the tract name, tax map sheet, block and lot numbers, date, North point, written and graphic scales and the names and addresses of the owner and subdivider, as well as the name, address and license number of the person who prepared the plat.
(3) 
The acreage of the tract, to be subdivided to the nearest 1/10 of an acre, and the total number of proposed lots.
(4) 
Existing contours shall be shown at two-foot intervals where slopes are less than 15% and at five-foot intervals where slopes are 15% or more. Where any changes in contours are proposed, finished grades should be shown as solid lines. Proposed contour lines shall also be shown.
(5) 
The locations and dimensions of existing buildings, watercourses, railroads, rights-of-way, bridges, utilities and any natural features, such as wooded areas, lakes, ponds and extensive rock formations.
(6) 
All streets, both existing and planned (so far as the latter can be ascertained), within a distance of 200 feet from the boundaries of the subdivision, showing any connections from the proposed streets in the subdivision thereto.
(7) 
The location and width or extent of all proposed lot and setback lines, streets, easements and rights-of-way in the subdivision, with accurate dimensions, bearings, radii and central angles of all curves.
(8) 
A statement as to the proposed use of each lot, designating the purpose of any land reserved or dedicated to public use.
(9) 
Zoning boundaries within 100 feet of the proposed subdivision.
(10) 
Proposed street names and cross sections, center line profiles and tentative grades of all proposed streets, as well as profiles of existing streets to which the proposed streets shall be connected.
(11) 
Plans and profiles, including sizes, capacities, grades and elevations of all proposed utility layouts (sanitary sewers, stormwater drains, water lines, gas and electricity), showing feasible connections to any existing or proposed utility systems.
(12) 
A copy of any existing or proposed protective covenants or other deed restrictions applying to the land being subdivided.
(13) 
Typical grading plan, slope stabilization and tree preservation techniques.
(14) 
A statement from the Tax Collector that no taxes or assessments for local improvements are due or delinquent.
(15) 
Names of the owners of record of all property within 200 feet of the proposed subdivision and the block and lot numbers of the properties.
A. 
The following documents shall be submitted when making application for final subdivision approval: three completed application forms, one translucent, reproducible copy of the plat and eight black-on-white prints of the plat, and any other information required hereunder.
B. 
The final plat shall be drawn to a scale of no more than 60 feet to the inch and shall be prepared by a surveyor and an engineer licensed in the State of New Jersey. The plat shall be designed in compliance with all of the provisions of the Map Filing Act (N.J.S.A. 46:23-9.9) and shall show or be accompanied by the following information:
(1) 
A key map showing the entire subdivision and its relationship to surrounding areas and existing street intersections within 500 feet of the site.
(2) 
A title containing the tract name, the general location of the subdivision tax map sheet, block and lot numbers, date, North point, written and graphic scales and the names and addresses of the owner and the subdivider, as well as the name, address and license number of the person who prepared the plat.
(3) 
Certification that the applicant is the agent or owner of the land or that the owner has given consent under the option agreement.
(4) 
Certification by a surveyor authorized to practice in the State of New Jersey as to the accuracy of the details of the plat, and certification of engineering details by an engineer licensed in New Jersey.
(5) 
Tract boundary lines, exterior lines of streets, easements and other rights-of-way; street names; land reserved or dedicated to public use; all lot and setback lines; all with accurate dimensions, bearings or deflecting angles and radii, arcs and central angles of all curves.
(6) 
The purposes of all easements and rights-of-way and of all land reserved for or dedicated to public use.
(7) 
Acreage of the tract being subdivided and the proposed use of all nonresidential lots.
(8) 
Block and lot numbers as assigned by the Borough Tax Assessor.
(9) 
The names, exact locations and widths along the property lines of all existing or recorded streets intersecting the tract boundaries or lying within 200 feet thereof; the delineation, names and block and lot numbers of all bordering subdivisions; and the names of the owners of all bordering unsubdivided acreage.
(10) 
Final cross sections, profiles and established grades of streets as approved by the Borough Engineer.
(11) 
Final plans and profiles of all storm and sanitary sewers and water mains, and cross sections of manholes, catch basins and other appurtenances as approved by the Borough Engineer.
(12) 
Location and description of all monuments.
(13) 
Certificates of approval by the Planning Board and all other Borough, county or state agencies whose approval is required by law, including but not limited to Soil Conservation District, New Jersey Department of Environmental Protection and Energy., etc.
(14) 
Certificate by the Tax Collector that no taxes or assessments for local improvements are due or delinquent.
(15) 
Signature block for signatures of the Planning Board Chairman and Secretary.
A. 
Preliminary site plan.
(1) 
The following documents shall be submitted when making application for preliminary site plan approval: three completed application forms and 12 black-on-white prints of the plat, and any other information required hereunder.
(2) 
The preliminary site plan shall be clearly and legibly drawn or reproduced to a scale of no more than 60 feet to the inch. Preliminary site plans shall be designed and drawn by a surveyor licensed in the State of New Jersey and all engineering details certified by an engineer licensed in the State of New Jersey. The plan shall show or be accompanied by the following information:
(a) 
A key map showing the location of the tract and its relationship to surrounding areas and existing street intersections.
(b) 
A title containing the name of the development, date of revisions, North point, scale, tax map sheet, block and lot number, name and address of owner and name, address and license number of the person preparing the site development plan, all to appear in a box at the lower right-hand corner of the site plan.
(c) 
The names of all owners of record of contiguous land.
(d) 
Zoning boundaries within 100 feet of the proposed site development.
(e) 
Boundaries of the property, building or setback lines, and lines of existing streets, lots, easements and areas dedicated to public use, all with accurate dimensions, bearings or deflection angles, and radii, arcs and central angles of curves.
(f) 
Location of existing buildings which shall remain and all other structures such as walls, fences, culverts, bridges, roadways, etc., with spot elevations of such structures. Structures to be removed shall be so designated.
(g) 
Existing contours shall be shown at two-foot intervals where slopes are less than 15% and at five-foot intervals where slopes exceed 15% or more. Where any changes in contours are proposed, finished grades shall be shown as solid lines. Proposed contour lines shall also be shown.
(h) 
Location of existing rock outcrops, high points, watercourses, depressions, ponds, marshes, wooded areas, single trees not in wooded areas with a diameter of six inches or more as measured three feet above the base of the trunk, and other significant existing features, including previous flood elevations of watercourses, ponds and marsh areas as determined by survey.
(i) 
The proposed use(s) of land and buildings and proposed location of buildings, including proposed grades. No site plan shall show future buildings if the applicant does not intend to apply for a building permit upon approval of the site plan.
(j) 
All proposed means of vehicular access for ingress and egress to and from the site onto public streets, showing the size and location of driveways and curb cuts, acceleration and deceleration lanes and any other device necessary to prevent a difficult traffic situation.
(k) 
All walkways and rights-of-way for pedestrian traffic.
(l) 
The location and design of any off-street parking or loading areas, showing size and location of bays, aisles and barriers.
(m) 
The location of all proposed water lines, valves and hydrants and of all sewer and other utility lines.
(n) 
Cross sections, center line profiles and tentative grades of all proposed streets, and plans and profiles of all proposed utility layouts, showing feasible connections to any existing or proposed systems.
(o) 
The location of all existing and proposed storm drainage structures, indicating pipe sizes, inverts, capacities, grades and direction of flow. In designing the proposed stormwater drainage system, calculations should show the method grassed areas, wooded areas and any other surface area contributing to stormwater drainage.
(p) 
Location of all existing and proposed signs.
(q) 
The proposed location, direction of illumination, power and time of proposed outdoor lighting.
(r) 
Proposed screening and landscaping, including a planting plan which identifies type, size and quantity of plantings.
(s) 
A copy of any covenants, deed restrictions or exceptions that are intended to cover all or any part of the tract.
(t) 
Such other information or data as may be required by the Planning Board in order to determine that the details of the site plan are in accordance with the standards of this chapter and all other ordinances of the Borough and, further, that the building or use will not offend the public interest.
B. 
Final site plan.
(1) 
The following documents shall be submitted when making application for final site plan approval: three completed application forms; one translucent, reproducible copy of the plat; eight black-on-white prints of the plat; and any other information required hereunder.
(2) 
The final site plan shall be drawn to a scale of no more than 60 feet to the inch and shall be prepared by a surveyor and an engineer licensed in the State of New Jersey. The final plat shall show or be accompanied by the following information:
(a) 
All items set forth in Subsection A(2).
(b) 
A statement by the Borough Engineer that he is in receipt of a map showing all utilities or extensions thereof in exact location and elevation, identifying those portions already installed and those to be installed, and that the applicant has complied with one or both of the following:
[1] 
Installed all improvements in accordance with the requirements of these regulations and the conditions of preliminary approval.
[2] 
Posted a performance guaranty in sufficient amount to assure the completion of all required improvements in favor of the Borough of Caldwell.
(c) 
Signature block for signatures of the Planning Board Chairman and Secretary.
