A. 
Enumerated. The elected officials of the Borough shall consist of a Mayor and a Council consisting of six members.
B. 
Terms of office.
(1) 
The terms of office of all elected officers shall begin at the next annual meeting of the Mayor and Council, to be held on the first day of January at 12:00 noon or during the first seven days of January in any year.
(2) 
The Mayor shall hold office for four years and until a successor shall have qualified. The Council members shall hold office for three years and until their successors shall have qualified. Their terms shall be arranged so that the terms of two Council members shall expire at the end of each year.
C. 
Resignations and vacancies. Wherever a vacancy occurs as provided in N.J.S.A. 40A:16-3 in the office of the Mayor or in the membership of the Council, the vacancy shall be filled in accordance with the provisions of N.J.S.A. 40A:16-1 et seq., Municipal Vacancy Law, or any amendments or supplements thereto.

Terms; removal period. There shall be appointed a Borough Administrator, Clerk, Treasurer, Tax Collector, Tax Assessor, Attorney, Chief Financial Officer, Engineer and such other officers as the Council may deem necessary. They shall perform the duties required by law and by the ordinances of the Borough. All of the officers except the Tax Collector, Tax Assessor, Borough Clerk and Treasurer shall hold office at the pleasure of the Council. No officer shall be removed without being afforded the opportunity to be heard. With the exception of the Tax Collector, Tax Assessor and Borough Clerk, all other appointed office holders, unless sooner removed, shall hold office for one year until their successors have been appointed and qualified.

B. 
Method of appointment; vacancies. Except as otherwise provided by the laws of New Jersey, the Mayor shall nominate and, with the advice and consent of the Council, appoint all officers directed to be appointed, including the filling of vacancies in all appointive offices which shall be for the unexpired term only. The Mayor shall make the nomination within 30 days after the office becomes vacant. If the Mayor fails to nominate within 30 days or the Council fails to confirm any nomination made by the Mayor, then after the expiration of 30 days the Council shall appoint the officers directed to be appointed. No appointment shall be made except by the vote of a majority of the members of the Council present at the meeting, provided that at least three affirmative votes shall be required for that purpose, the Mayor to have no vote thereon in case of a tie.
