There is hereby created in the Pennington Borough Department of Public Works the position of Assistant Foreman.
A. 
Basic function and responsibility. The Assistant Foreman shall have the ability to operate the Borough's heavy-duty vehicles, provide direction to personnel, and assure uninterrupted and efficient flow of the work force in daily jobs, including trash collection, street maintenance, snow removal, maintenance and repair of water and sewer lines and proper maintenance of buildings and grounds.
B. 
Responsibilities shall be as follows:
(1) 
Assist where necessary to repair, replace or maintain water or sewer transmission lines or as may be necessary to ensure the safety of the Borough.
(2) 
Operate a variety of hand tools and portable power tools.
(3) 
Operate and instruct staff in the correct usage of a variety of hand tools and portable power equipment used by the maintenance crew.
(4) 
Perform all the responsibilities listed under the classification of laborer and truck driver as required by workload, deadlines or emergencies.
(5) 
Operation of a backhoe.
(6) 
Operation and driving of a garbage truck.
(7) 
Must possess or have the ability to learn to install and repair water lines from three-fourths-inch to twelve-inch copper through ductile iron tapping valuing and operation of the tools and equipment necessary to perform the tasks.
(8) 
Must possess or have the ability to learn the operation of the sewer system, how to make repairs, clear blockages or backups and the operation of equipment necessary to perform these tasks.
(9) 
Maintain landscaping, pruning and removal of trees and operation of equipment necessary to perform these tasks.
(10) 
Perform assigned tasks that may require working in or under unpleasant or hazardous conditions and which may require overtime to meet construction or maintenance schedules or emergency situations.
(11) 
Perform weekend duty functions, such as reading well water meters, cleaning bar screens at sewer pump stations and checking overall condition of Borough.
(12) 
Respond in the middle of the night upon call from the Superintendent with regard to water or sewer repair, snow and/or ice removal or sanding and be willing to stay until the job is complete.
(13) 
Must possess people skills and feeling for small-town atmosphere on a daily basis and handle special requests as routine functions.
(14) 
Must be a self-starter.
C. 
Supervision received. Supervision is received from the Superintendent.
D. 
Supervision exercised shall be as follows:
(1) 
Functional supervision over immediate members of crew that are necessary to complete an assigned task.
(2) 
Interact with other employees in order to clarify projects and accommodate requests where possible.
(3) 
Instruct support staff in the safe and efficient operation of trash removal, snow removal, ground maintenance and the use of tools and equipment necessary to perform the tasks.
E. 
Education, experience, knowledge, skills and abilities shall be as follows:
(1) 
Must have high school diploma or equivalent.
(2) 
Must possess and maintain a valid commercial driver's license.
(3) 
Must possess or be able to obtain, within two years, T-1 water treatment, W-1 water distribution and C-1 sewage collection licenses.
(4) 
Knowledge and skill in operation of various types of equipment, both heavy-duty and small tools used in the Public Works Department.
(5) 
Ability to read and follow accompanying instructions.
(6) 
Ability to read and understand blueprints.
(7) 
Some computer skills.
A. 
Compensation for the position of Assistant Foreman shall be as provided in the Annual Salary Ordinance.
B. 
Salaries shall be paid to employees in each position in the same manner as other employees of the Borough of Pennington are paid.
C. 
Benefits will be available to the position according to the personnel policies of the Borough of Pennington.
D. 
The position of Assistant Foreman is considered a nonexempt position and will be paid overtime for hours worked in excess of 40 hours per week under the terms and conditions of the personnel policies of the Borough of Pennington.
