A. 
Every owner, lessee, tenant, occupant or other person having charge of any building or lot of ground in the Village of Chester abutting upon any street where the sidewalk is paved or flagged shall, within eight hours after the snow ceases to fall or after the deposit of any dirt or other material upon such sidewalk, remove the snow, ice, dirt or other material from the sidewalk, the time between 9:00 a.m. and 7:00 p.m. not being included in the above period of eight hours.
B. 
In case the snow and ice on the sidewalk shall be frozen so hard that they cannot be removed without injury to the pavement or flagstones, the owner, lessee, tenant, occupant or other person having charge of any building or lot of ground as aforesaid may, within the time specified in the preceding section, cause the sidewalk abutting on such premises to be strewn with ashes, sand, sawdust or some similar suitable material, and shall, as soon thereafter as the weather shall permit, thoroughly clean such sidewalks.
C. 
Whenever any owner, lessee, tenant, occupant or other person having charge of any building or lot of ground abutting upon any street or public place where the sidewalk is paved or flagged shall fail to comply with the provisions of this section, the Street Commissioner may cause such removal to be made, provided that at least four hours have elapsed since the Street Commissioner gave notice to such owner, lessee, tenant, occupant or other person having charge of any such building or lot of ground and no work has been commenced to remove such snow or ice. The expense of such removal as to each particular lot of ground shall be ascertained and certified by the Street Commissioner to the Board of Trustees. The Board of Trustees shall assess the expense of such snow removal upon the adjoining land in the same manner as assessments are made generally.

All owners and occupants of lots abutting on any of the streets in the Village of Chester are hereby required to keep the sidewalks in front of such premises in a safe condition for public travel and to repair and remedy all defects therein. Any person violating this section shall be liable to any and all damages sustained by any person or persons by reason of his failure to comply with the provisions of this section. In addition to any penalty provided, the Street Commissioner may cause any such sidewalk not in safe condition for public travel to be repaired after notice in writing has been served upon the owner or occupant of said premises, requiring the same to be repaired within 10 days from the time said notice is so served, and in case of failure to comply, said Street Commissioner may make such repairs and charge the cost of the same to the owner of such property, the amount to be collected from said property owner by and in the name of the Village of Chester.

All owners and occupants of lots abutting on any streets in the Village of Chester are hereby required to cut and remove, at least once each month during the growing season, all grass, weeds, and brush in excess of six inches in height in the front yard of the property. All owners and occupants will properly trim or remove bushes, trees or other growth which create an obstruction to vision to motor vehicles either on Village streets, at intersections, or from private drives entering Village streets. If any property owner or occupant shall fail to cut and remove any such brush, weeds, grass, bushes, trees, or other growth as above provided, same may be cut and removed by the Street Commissioner of the Village and the expense thereof assessed upon such property, which may be collected in the same manner as real property taxes in the Village.
