No person shall cast, throw or in any manner deposit handbills, dodgers, posters, circulars, cards, wastepaper, nails, the sweepings from stores, offal from fruit stands, fruit skins, bones or other rubbish upon the streets, pavements, alleys or sidewalks of the borough.[1]

All persons distributing handbills, dodgers, posters, loose circulars and/or other printed matter are required to place the same under doors, in vestibules, on doorsteps or front porches or around doorknobs of residences or other buildings.

Any person or persons, firm or corporation violating or causing to be violated any of the provisions of this chapter shall, upon conviction thereof before any District Justice, be fined in a sum not less than $25 and not exceeding $300 plus costs of prosecution for each and every violation of the same, and in default of the payment of said fine and costs, shall be imprisoned in the borough lockup or the county prison for a period not exceeding 20 days.
