No person shall stand upon, sit upon or place oneself upon a sidewalk, curb or public passageway in a manner that obstructs or seriously hinders the flow of pedestrian traffic.
No person shall use, operate or cause to be propelled any skateboards on sidewalks, streets and other public rights-of-way and public property located within the following borders of the Wayne Business District:

Any such person who fails to heed a reasonable request by a police officer to move in order to make an area passable and thereby remove a safety hazard or any person who violates the provisions of § 237-2 above commits a summary offense and shall be subject to the following:
A. 
First offense. The person shall be issued a written warning by the Police Department. If the violator is a minor, the Police Department, in addition to issuing a written warning, shall notify the parents, legal guardians or other persons having legal custody of said minor and provide the person with a copy of this chapter.
B. 
Second and subsequent offenses. A person violating this chapter a second or subsequent time will be issued a fine of $25, plus costs, for each offense, plus a copy of this chapter.
C. 
Third and subsequent offenses. A person violating this chapter a third or subsequent time will be issued a fine of $50, plus costs, for each offense, plus a copy of this chapter.
