The provisions of this article shall apply except:
A. When it is necessary to stop a vehicle because of an accidental or
temporary disability or to avoid conflict with other traffic; or
B. In compliance with the directions of a police officer or official
control device; or
C. When temporary permission has been issued by the Mayor or Deputy
Mayor and filed with the Police Department for the parking of vehicles
incidental to a meeting or gathering at a particular location in the
Village; or
D. Where the laws or regulations applicable to state highways require
otherwise.
No person shall park or stand any vehicle on any portion of
any highway, street or private road open to public motor vehicle traffic
in the Village.
No person shall park, stand or stop a vehicle on any portion
of the public parking lots located at the northerly end of Laurel
Hollow Road and lying immediately to the east and immediately to the
west thereof unless he is a resident of or owner of real property
in the Village and unless he shall have first obtained from the Village
Clerk a permit, which shall be valid only during such periods and
times as may be prescribed in such permit, and an identifying sticker,
which shall be displayed on the vehicle at all times when in the lot.
