There is hereby created in the City of Middletown a department to be known as the "Finance Department."

A. 
Appointment. There shall be appointed by the Mayor a Treasurer, who shall be head of the Finance Department and who shall have qualifications as set forth by the Civil Service Commission.
B. 
Term of office. The Treasurer shall hold office during the pleasure of the Mayor, shall have a three-year appointment and may be either a resident or nonresident of the City.
C. 
Approval. The appointment of the Treasurer shall be submitted to the Common Council for approval.
D. 
Subordinates; expenditures.
(1) 
The Treasurer may appoint and remove such subordinates as needed.
(2) 
The Treasurer may incur such expenses as are provided for by the Board of Estimate and Apportionment and approved by the Common Council in accordance with the laws, rules, policies and requirements established by the State of New York and the City of Middletown.
E. 
Duties. The Treasurer shall perform such duties as may be required by the Mayor and shall have responsible charge of all financial business for the City.
