Pursuant to the provisions of § 10 of the Municipal Home Rule Law, the Treasurer of the City of Middletown, New York, may, with written authorization by the Mayor or the employee's department head or upon the authorization by the Common Council, make an advance payment to finance travel expenses of a sum not to exceed $500 for any one trip under the following conditions:
A. 
Each officer or employee receiving advance subsistence payment moneys shall, within five days after returning, file with the Treasurer a written statement of all actual and necessary expenses and immediately refund to the City of Middletown the difference between the advance payments received by him and the actual and necessary overnight travel expenses paid by him.
B. 
Advance subsistence for an overnight trip shall not exceed $60 per day.
C. 
Upon returning from overnight travel, actual subsistence reimbursement may be claimed not to exceed $75 per day if supported by detailed records.
