Vacation time shall consist of 10 working days with full pay annually, five additional days with full pay upon completion of five years of service and five additional days with full pay upon completion of 14 years of service, for a total of 20 working days with full pay after 14 years.
The following days with pay shall be observed: New Year's Day, Lincoln's Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day and Election Day.
Sick leave credits shall be earned at the rate of one day per month and may be accumulated. The City agrees to the payment of monetary benefits in lieu of accumulated sick leave upon retirement, death or resignation after five years of service at a rate of 40% of the average base salary received during the last two years of employment. In the event of death, this benefit shall be paid to the employee's beneficiary in the same manner.
Three personal leave days shall be granted per year. Such personal leave time is not cumulative. In addition, three calendar days off shall be granted following the death of a member of the employee's immediate family.
The City agrees to continue the noncontributory pension plan presently in effect for each covered employee and to make available to each new covered employee membership in the particular pension available at the time of his employment.

A. 
The City agrees to provide the noncontributory-type statewide health program and agrees to pay the full cost for the employee and his/her dependents under the basic plan to all nonunion City officers and employees. Those officers and employees selecting optional coverage available (GHI or HIP) shall pay the additional premium for such option. Those officers and employees who elect not to receive health insurance coverage shall be provided a cash payment in an amount determined in accordance with the provisions of the CSEA collective bargaining agreement, but in no event shall such payment exceed the City's cost of providing health insurance coverage.
B. 
Dental plan. The City agrees to contribute $150 annually for each non-union officer and employee for a dental plan. Those employees selecting optional coverage that may be available shall pay the additional premium.

Municipal employees who use their automobiles for authorized travel for the City shall be reimbursed at the amount allowed by the Internal Revenue Service.
