A system of public sewerage is hereby established and adopted for the purpose of disposing of liquid wastes, domestic drainage and sewage, excluding storm surface water and drainage, by a disposal plant or any other method of disposal that Borough Council may hereafter adopt and find necessary. The locations of the sewers, culverts, conduits and pipes with the necessary inlets, manholes and appliances shall be, so far as practicable, in and along the public highways, streets or alleys of said Borough, and the disposal plant shall be located at such place or places within or without the Borough as shall be determined by Council.
If it is found necessary in the construction of said system of sewers that any of the sewers, culverts, conduits, pipes, inlets, etc., shall be required to diverge from the public highways, streets or alleys within the lines of said Borough and pass through private property therein, the consent of owners of such private property shall be first obtained if possible, and, if not, such sewerage system shall be constructed through such private property and compensation therefor, if any, shall be made as provided by Acts of Assembly in such case made and provided.
The extension of the system of sewers hereby established so as to cover additional portions of the Borough not included in the original plans and specifications hereinafter may from time to time be adopted and approved by Council, and when such extensions and additions have thus been approved and ordained, the same shall become a part of the system of sewers hereby established and adopted.

After the sewerage and drainage system hereby established shall have been constructed in whole or in part, it shall be unlawful to place, throw or deposit any offal, garbage, dead animals or obstructions of any kind whatsoever in any sewer, culvert, conduit, pipe or inlet or manhole to the same, and any persons offending against the provisions hereof shall be liable to a penalty of a fine of $1,000 or imprisonment for a period not to exceed 30 days, or both, for each and every offense, to be collected according to law, subject to the right of Council to change or modify by ordinance this provision as to penalties.
