All Town boards and committees shall conduct business in accordance with parliamentary procedure as shown in Robert's Rules whenever procedures are not specified by Massachusetts General Laws or the Code of the Town of Nantucket. All such boards and committees appointed, unless otherwise so specified, shall follow the same voting procedure outlined here:
A. 
The majority of any quorum then present and voting is sufficient to carry a motion and to otherwise act on any matter.
B. 
The Chairman of a board or committee may vote at any time when his vote may affect the outcome.
C. 
The Chairman of a board or committee may always second a motion.
