A. 
No person shall do or cause to be done any act, including the construction of buildings, private roads, grading, landscaping or any other work, which would cause the accumulation of dirt, fill, earth, rock or any other material in any stormwater drain, gutter, culvert or upon any road in the Borough.
B. 
The above acts are prohibited, irrespective of the manner or distance by which the dirt, fill, earth, rock or any other material shall travel before reaching the stormwater drain, gutter, culvert or road.
The owner of any truck or other vehicle traveling over a partially constructed or newly constructed road to a Borough road shall at least once a day keep the Borough road clean of all spill or dirt that may be carried by the truck or vehicle to the public road.

Any person who violates any provision of this article shall, upon conviction thereof, be punishable as provided in Chapter 1, General Provisions, Article II, General Penalty. Each day that a violation is permitted to exist shall constitute a separate offense.
