Whenever the public necessity, convenience, or general welfare indicate, the Council of the Borough of Mars may, by ordinance in accordance with the laws of the State of Pennsylvania, amend, supplement, or change the regulations, restrictions, boundaries or classifications of buildings, structures, and land, as the same are established by this chapter or may hereafter be made part thereof.
Applications or petitions for any change or amendments to existing zoning districts in the Borough of Mars shall be made to the office of the said Council. Said applications or petitions shall include plans, maps and other data which is deemed necessary by the Borough Council and Planning Commission for consideration of the proposed action.
A. 
The Borough Council may, from time to time, on its own motion or petition, after public notice and hearing, amend the regulations and districts herein established, but no amendment shall become effective unless the same shall have first been submitted to the Planning Commission for approval, and said Commission shall have allowed a reasonable time for consideration and report, and no such amendment which shall have been disapproved by said Commission shall take effect unless subsequently passed by a two-thirds vote of the Borough Council.
B. 
No amendment of this chapter shall apply to offset any application for approval of a preliminary plat, a final plat or a construction permit of any final land development or subdivision plat which has been previously approved by Council, provided that such land development or subdivision complies with the provisions of this chapter at the time of such approval.
