All motor or other vehicles of any kind shall be governed by the parking regulations hereinafter set forth.

There shall be no parking, standing or stopping on any Village street, Village lane or Village highway between the hours of 2:00 a.m. and 8:00 a.m., from Mondays to Fridays, inclusive, and on Saturdays, Sundays and holidays, between the hours of 2:00 a.m. and 8:00 a.m., except as hereafter in this article provided.

There shall be no parking of commercial vehicles on the north side of Northern Boulevard between the hours of 10:00 p.m. and 8:00 a.m.
Stopping, standing and parking is prohibited at all times as follows:

Where specially designated and marked or posted by order of the Village Board.
C. 
Within a street intersection.
D. 
On a pedestrian crosswalk.
E. 
Within 15 feet of a fire hydrant.

In front of or upon a private driveway of another.
G. 
On a sidewalk.
H. 
Alongside or opposite any street excavation or obstruction.
I. 
Whenever such standing, stopping or parking would leave less than 10 feet of roadway for the free movement of vehicular traffic.

So as to obscure the view of approaching traffic of any traffic sign or signal.
K. 
Within a handicapped parking space without a handicapped permit.

L. 
In any space or area on a street which has been posted by sign or notice as a snow-removal street or area, provided that the sign or notice indicating the hours and dates when snow will be removed from such street or area has been posted at least 12 hours in advance. In addition to the penalties set forth in § 55-17, vehicles in violation of this section shall be subject to being towed at the owner's expense.

A. 
When a vehicle is parked or left standing on an incline, the wheels thereof shall be turned so that when the brakes are released such vehicle will run into the curb or off the street.
B. 
A vehicle stopped, parked or left standing parallel to the curbline shall be placed as near to the curb, curbline or edge of the street as possible, with both front and rear wheels not more than 12 inches from the curb or curbline.
C. 
No vehicle shall be stopped, parked or left standing with its left side to the curb, curbline or edge of the street except in one-way streets.
D. 
No vehicle shall be parked or left standing in such a way as to obstruct the free flow of traffic.
E. 
The operator or person in charge or control of any vehicle stopped, standing or parked shall cause the same to be moved immediately at the request of the operator of another vehicle, if the vehicle stopped, standing or parked obstructs or delays the lawful movement of such other vehicle.
F. 
The operator or person in charge or control of a vehicle stopped or standing at the curbline or edge of the street shall promptly move it and give such place to a vehicle about to take on or discharge passengers.
G. 
No motor vehicle shall pass, ride or be driven over any curb except where an authorized curb cut shall exist; no vehicle shall be parked, stopped or left standing upon any sidewalk or other area of the village, public or private, other than upon the public roads of the village; no vehicle shall be parked or left standing in any area specified for police, fire or other emergency vehicles or for the ingress or egress of any persons, property or the like in the event of any emergency or in any side or back yards between structures except where a designated driveway with a curb cut shall exist.

H. 
No person shall cause or permit any mobile home, truck, trailer, minibus, boat, recreational vehicle, airplane or any oversized vehicle to be parked, stored, exposed or otherwise placed upon any exposed area, portion, part or section of the property of any single-family residential dwelling such that any part or portion of such mobile home, truck, trailer, minibus, boat, recreational vehicle, airplane or any oversized vehicle shall be exposed or visible in any manner or form.

A. 
The provisions of this Article shall have the effect of a local law and shall not be deemed to apply to vehicles owned and operated by fire departments, police departments, hospitals, physicians and surgeons when the same are engaged in emergency work or in case of fire, accident, public disaster or impending danger.
B. 
Parking of commercial vehicles for the purpose of making deliveries to any property located within the village. Any vehicle used for the purpose of work or servicing any property located in the village shall not be deemed to be in violation of the parking regulations.
C. 
Nothing herein contained shall affect, limit or curtail the provisions of Article III of this chapter dealing with the removal and storage of vehicles during a snowstorm, flood, fire or other public emergency, and the provisions of said Article III shall continue and remain in full force and effect, anything herein contained to the contrary notwithstanding.

A. 
When stopping is prohibited by this chapter or by local law, ordinance, order, rule or regulation, no person shall stop, stand or park a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic-control sign or signal.
B. 
When standing is prohibited by this chapter or by local law, ordinance, order, rule or regulation, no person shall stand or park a vehicle, whether occupied or not, but may stop temporarily for the purpose of and while actually engaged in receiving or discharging passengers.
C. 
When parking is prohibited by this chapter or by local law, ordinance, order, rule or regulation, no person shall park a vehicle, whether occupied or not, but may stop or stand temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers.
D. 
When official signs have been posted prohibiting, restricting or limiting the stopping, standing or parking of vehicles on any highway, no person shall stop, stand or park any vehicle in violation of the restrictions stated on such signs.
