It shall be a violation of this chapter to discharge
or permit the discharge into the waters of the harbor of any refuse
or waste matter, petroleum or petroleum matter, paint or any other
foreign matter, including dead animals, construction materials, or
any material taken from shore and dumped into the harbor.
No person shall operate the toilet fixtures
of a vessel within a harbor or maritime facility at any time so as
to cause or permit to pass or to be discharged into the waters of
such harbor or maritime facility any sewage or other waste matter
or contaminant of any kind.
