In any town which accepts this section, there
shall be a Police Department established by the Selectmen and such
department shall be under the supervision of an officer to be known
as the Chief of Police.
It shall be the duty of the Chief of Police
to report in writing annually upon all matters pertaining to his department,
with recommendations as to the same, to the Board of Selectmen.
