Actions undertaken or approved prior to the dates specified in Article I of the Environmental Conservation Law shall be exempt from these regulations, Article 8 of the Environmental Conservation Law and Part 617 except that any modification may be determined to have a significant adverse effect on the environment and be an action subject to these regulations and Part 617.
