The developer must seek and obtain an Act 537[1] amendment from the host municipality.

A.
The host municipality must forward its approval and request
an amendment of an incorporating municipality's 537 Plan. The incorporating
municipality that must take this action is the impacted municipality.
B.
"Impacted" is defined as the municipality into which
the connection will be made and which has an existing situation or potential
situation which is a threat to public health or the environment.
C.
The Authority should encourage the impacted municipality
to discuss these requests with the other incorporated municipalities and the
Authority before adopting its amendment.
The impacted municipality must adopt the amendment to their 537 Plan
and forward that to the Authority.
