When trenches are opened for the laying of building sewer pipes, such trenches shall be inspected by the Enforcement Officer before the trenches are filled; and the person performing such work shall notify the Enforcement Officer when the installation of the building sewer is completed. The filling of a trench before inspection is made will subject the person to whom the permit is issued to an additional charge of $15 for each extra trip the inspector has to make because the trench had to be reopened.
