A.
The purpose of these regulations is to safeguard potable
water supplies by preventing backfill into public water systems.
B.
It is the intent of these regulations to recognize
that there are varying degrees of hazard and to apply the principle
that the degree of protection should be commensurate with the degree
of hazard.
