No person shall uncover, make any corrections to, use, alter or disturb any portion of the water system without notification and approval of the Water Utilities Department.
A. 
Applications for use of water must be made in writing to the Town Clerk's office in the form of the water contract provided by the town. Approval of such application is required before any connection may be made to the water system. The application shall be supplemented by any plans, specifications or other information considered pertinent by the Water Utilities Department.
B. 
Each application shall import a covenant and agreement on the part of the applicant or applicants and his or their successors in interest to the ownership of the premises to be bound by and to comply with, in all respects, the provisions of the chapter and rules and regulations promulgated by the Town Board and any amendments thereto and to pay the rates and charges established pursuant to this Part 2.
Contracts for water service will be made only with the owners (or their agents) of the premises to be supplied, and the owners will in all cases be responsible for all charges for water supplied to said premises. No owner or tenant of any premises supplied with water shall supply any other persons or premises without the prior written consent of the Town Board.
