All the inhabitants dwelling within the territorial limits of the Town of Farmington, as now constituted, shall continue to be a body politic and corporate under the name "Town of Farmington," and as such shall have perpetual succession and may hold and exercise all powers and privileges heretofore exercised by said Town and not inconsistent herewith, the additional powers and privileges conferred upon towns under the general laws of the State of Connecticut and, further, may hold and exercise within their territorial limits, respectively, all powers and privileges heretofore exercised by the Borough of Farmington and the Borough of Unionville and not inconsistent herewith. No powers of said boroughs or of any officer thereof, except as otherwise provided in this Charter, shall be exercised by them after the date this Charter shall take effect, except that each of said boroughs shall retain such powers as are necessary to wind up its affairs.

All property, both real and personal, all rights of action and rights of every description and all securities and liens vested or inchoate in said Town as of the date this Charter shall take effect are continued in said Town, and said Town shall continue to be liable for all debts and obligations of every kind for which said Town shall be liable on said date, whether accrued or not. As of the date this Charter shall take effect, all property, both real and personal, all rights of action and rights of every description and all securities and liens vested in or inchoate in the Borough of Farmington and the Borough of Unionville shall pass to and vest in said Town, and as of said date said Town shall assume and be liable for all debts and obligations of every kind of said Borough of Farmington and said Borough of Unionville. Nothing herein shall be construed to affect the right of said Town to collect any assessment, charge, debt or lien for the construction, alteration or repair of any sewers or for any other public improvement within the territorial limits of said Town or to lay a tax upon all taxable property within the limits of either of said boroughs for the purpose of paying any indebtedness of said borough outstanding at the effective date of this act. If any contract has been entered into by said Town or by either of said boroughs prior to the effective date of this Charter, or if any bond or undertaking has been given by or in favor of said Town or by or in favor of either of said boroughs which contains provisions that the same may be enforced by any officer, board, commission, bureau or department therein named which is hereby abolished, such contracts, bonds or undertakings shall be in no manner impaired but shall continue in full force and effect, and the powers conferred and the duties imposed with reference to the same upon any such officer, board, commission, bureau or department shall, except as otherwise provided in this Charter, thereafter be exercised and discharged by the Town Council.
