An advisory council, to be known as the "Whitehall Township Environmental Advisory Council," is hereby created.

The Environmental Advisory Council shall be composed of seven regular members and two alternate members who are residents of Whitehall Township.

Council members shall be appointed in accordance with the following procedures:
A. 
All Council members shall be appointed by the Board of Commissioners of the Township of Whitehall.
B. 
Council members' terms of office shall expire on December 31st of the last year of their term of office.
C. 
Duly appointed Council members shall serve a term of three years except that initial appointment shall be so staggered that the terms of approximately 1/3 of the membership shall expire each year.
D. 
One member may also be a member of the Whitehall Planning Commission.
E. 
Alternate Council members may attend all meetings and may, at the discretion of the Chairman, act as a member of the Council for any meeting(s) where fewer than seven regular members are present.

F. 
The Council shall have the power to create, from time to time, classes of nonvoting membership in the Council by majority vote of the Council. Any such nonvoting members shall have no rights or powers as members of the Council.

Council members shall receive no compensation for their services, but may be reimbursed for the expenses actually and necessarily incurred by them in the performance of their duties.

The Environmental Advisory Council is to be advisory to and shall coordinate its activities with the Board of Commissioners, the Township administration and the Planning Commission.

The Environmental Advisory Council shall designate a Chairman and a Secretary.

The Environmental Advisory Council shall have the following duties:
A. 
Identify environmental problems.
B. 
Monitor the Township recycling program and make recommendations regarding the operation of the program in an effective and efficient manner.
C. 
Provide public awareness of environmental issues and encourage citizen participation in community environmental programs such as recycling.
D. 
Make recommendations for implementation of Right-to-Know Law and hazardous materials controls.
E. 
Oversee planning, maintenance and inventory of the Township tree stock.
F. 
Evaluate landscaping plans.
G. 
The Environmental Advisory Council shall keep records of its meetings and activities.

The Environmental Advisory Council shall meet on a monthly basis or more often as needed. The Environmental Advisory Council shall keep minutes of its meetings and records of its activities. These shall be provided to the Board of Commissioners and Mayor.

The Board of Commissioners of Whitehall Township may, from time to time, appropriate funds for the expenses incurred by the Environmental Advisory Council.

Any member of the Council may be removed by a majority vote of the Board of Commissioners, for:
A. 
Lack of attendance at Council meetings; or
B. 
Engaging in disruptive behavior that prevents Council from conducting Council meetings or other regular business.
