1-1. 
All residential foundation walls subject to the Residential Code of New York State shall be reinforced with vertical reinforcement specified in Tables R404.1.1(2), R404.1.1(3), R404.1.1(4), R404.1.2(2), R404.1.2(3), R404.1.2(4), R404.1.2(5), R404.1.2(6), R404.1.2(7), R404.1.2(8) of the Residential Code of New York State. All other foundations shall be reinforced with vertical reinforcement specified in Tables 1807.1.6.2, 1807.1.6.3(2), 1807.1.6.3(3), 1807.1.6.3(4) of the Building Code of New York State.

For buildings or basements, in addition to the above, horizontal reinforcing as specified in Table R404.1.2(1) of the Residential Code of NYS shall be required. Further, a minimum of two No. 4 bars shall be installed horizontally in the footing parallel to the foundation wall.

The installation of all reinforcing steel shall be in accordance with American Concrete Institute Standard ACI 318-14, Building Code requirements for structural concrete.
All basement floor slabs shall be installed with woven wire mesh, fiber mesh or reinforcing steel.
Backfill within 24 inches around the foundation walls shall not consist of cohesive or expansive soils. However, a clay cap of 12 inches is permitted.
Unreinforced foundation walls shall not be permitted.
