A. 
No person shall remove or cause to be removed any of the contents of any receptacle placed in or outside of a building for collection, nor shall any person collect or perform the duties of a solid waste collector or convey, carry or transport any solid waste through, over or along any of the streets of the City of Buffalo as long as the City of Buffalo is performing the service, is collecting such solid waste in the city, except if licensed pursuant to Chapter 263, Licenses, of this Code.
B. 
No solid waste collector licensed pursuant to Chapter 263, Licenses, of this Code, shall:
(1) 
Violate any provision of this chapter, other ordinances, local law or Common Council resolution.
(2) 
Violate a rule or regulation established by the Commissioner.
(3) 
Dispose of waste at a site not approved by the New York State Department of Environmental Conservation.
(4) 
Litter.
(5) 
Scavenge.
(6) 
Collect residential solid waste for public collection in violation of Section 294 of the Charter of the City of Buffalo.

A. 
The Commissioner is authorized to adopt rules and regulations for receptacles to provide for uniform types of receptacles.
B. 
Every solid waste collector which collects and disposes of garbage, bones, putrid and decaying meats or soap fat within the City of Buffalo shall use for that purpose a receptacle so constructed as to prevent the escape of any offensive odor or vapor therefrom. Such a receptacle shall at all times, when not necessarily open for the purpose of depositing the material collected therein, be kept securely covered.
