Every owner of a dwelling house or other building within the
limits of the Borough shall number the building at his own expense
in the manner and within the time prescribed in this Part.

The system for determining the numbers shall be as follows:
Front and Broad Streets shall be the lines of beginning for the numbering
of all streets crossing Front Street and Broad Street, those numbers
extending east and west from those points. The odd numbers shall be
on the north side of those streets, and the even numbers shall be
on the south side.

Broad Street shall be the line of beginning for the numbering
of all streets, crossing or coming into that street, the numbers extending
north and south from Broad Street. The odd numbers shall be on the
east side of the streets, and the even numbers shall be on the west
side.

All measurements necessary to carry out the purpose and intent
of this Part shall be under the direction and control of the person
recommended to do the work, and the Manager shall superintend the
work.

The numbering shall be by blocks or squares, and the basis shall
be 25 feet or less.

Every person owning any premises within the Borough upon which
a dwelling house or other building is located shall, within 10 days
after notice from the Manager, place the proper number or numbers
upon that building, or renew or complete or restore the number or
numbers, as the case may be.

Any person who shall violate any provision of this Part shall,
upon conviction thereof, be sentenced to pay a fine not exceeding
$600 and costs and, in default of payment thereof, shall be subject
to imprisonment for a term not to exceed 30 days. Each day that a
violation of this Part continues shall constitute a separate offense.
