The purpose of this Personnel Policy is to ensure a continuous, amicable and harmonious relationship between this Authority and its employees, recognizing that their mutual interests are dependent upon the maintenance of the present high standard of service to the public.

A. 

As used in this manual, the following terms shall have the meanings indicated:

WOONSOCKET HOUSING AUTHORITY or WHA
A public body and a body corporate and politic organized in accordance with the provisions of the Public Laws of the State of Rhode Island, 1935.
B. 

Other terms applicable to this document are defined within the applicable sections.

A. 

All positions shall be established in accordance with a Board of Commissioners' approved organization plan that sets forth areas of responsibility and authority.

B. 

Maintenance, clerical and certain other positions fall under existing union agreements. Benefits for these groups are outlined within the union agreements and should be referred to.

Provisions of this manual may be amended only with the approval of at least three members of the Board of Commissioners at a regular or special meeting, but no such amendment shall be adopted unless at least seven days' written notice thereof has been previously given to all of the members of the Board of Commissioners and the nature of the proposed amendment is indicated in the notice of the meeting.

The Policies and Procedures Manual is to be revised at the discretion of the Woonsocket Housing Authority or within 90 days of the negotiation of any union agreement.
